As Mak, you can find this item at Jay Jay, Tok's Clocks, Kina, Midsworth, Silvia, Luxe, Eli, Goldie, Quixel, Chronos and Ande. You can also rarely find this item enchanted at Cobweb, Knightshade, Hef and Freiya. Energy Potion can also be dropped by Boilerroom Brawler, Ferros Khan, Hulking Experiment and Lord of the Wastes.
